Executive Summary

Earl “Rusty” Lee is an Associate Professor in the Department of Civil and Environmental Engineering and a core faculty member of the Disaster Research Center at the University of Delaware. He completed a B.S in Nuclear Engineering from Rensselaer Polytechnic Institute in 1978. After graduation from RPI, he was commissioned an officer in the United States Navy, joining the Nuclear Power Program and the Submarine Service. He retired at the rank of Commander in 2002, having served 12 years on active duty and 12 years in the Navy Reserve. He returned to Rensselaer in the fall of 2000 to pursue a master’s degree and was hired by RPI as a research project manager. He completed his M.S in 2004 in Management and his Ph.D. in 2006 in Decision Science and Engineering Systems.

His research involves modeling of transportation and infrastructure systems. His work in modeling interdependent infrastructure systems has been heavily cited by his peers. Rusty also is the Director of the Delaware T2/LTAP Center. The Center, funded by the Delaware Department of Transportation and the Federal Highway Administration, supports the local and state transportation agencies of Delaware. The center’s work includes training, technology transfer, traffic and worker safety and workforce development.

Rusty is a member of the Institute of Transportation Engineers, American Society of Civil Engineers, American Society of Engineering Education, Project Management Institute and American Public Works Association. He received the 2020 College of Engineering Dean’s Award for Excellence in Service and Community Engagement. In 2017, he received a Safety Coin from the Federal Highway Administration Safety and Design Technical Service Team to recognize an individual for their efforts towards improving highway safety.
